Multilingual Games For Multilingual Families
Hi. I come from a multilingual family. We speak Chinese and English. The thing is, my dad can't understand English, is it possible to access Chinese versions of the games at all without violating any EULA because i have not found any games on steam that has Chinese Versions.

If there are no Chinese language games on Steam, how could you access them (and then somehow violate a EULA)?

Right click game in steam client. Choose properties. Go to language Tab. Choose Chinese if it exist. If it doesn't, too bad.

Well you could have proxied to buy games on the China Steamstore and that violates EULA

But the OP said that they knew of no Chinese language games on Steam, which is what I based my response on. If there are, indeed, such versions, then the original premise is invalid, as are any responses.
