Error 1327. Invalid Drive: E:\

So a few months ago one of my hard drives fried, the E drive. This happened to be the drive I installed steam on. Now, here I am 3 months later, attempting to redeem my humble bundle games, when, Uh-Oh! Steam is being incompetent and making me install Steam to redeem them instead of allowing me to redeem via the Steam website. I go to install and I receive this message before I do anything. After hours of searching forums, doing that fix that they have specifically for this, trying any fix I can find, I still have no luck. After removing every single file associated with Steam in any way, shape, or form, I STILL receive this message. Are there any new fixes for this? Is there any unlisted and hipster way for me to redeem these games via the site? Any help would be much appreciated.
