yeah how to find steam.exe the onlything i see in files of my steam is steam.exe.old

It may just show up as Steam with the steam logo as the icon. Left click on it then right click to get the correct actions to pop up.

If you're having this issue in 2022 I would suggest reinstalling steam. I was opted in for the beta client and was stuck on an infinite login loading loop. Reinstall fixed my issue.
