Did you ever figure it out? I was having the same problem and tried updating my drivers, thinking it was the nvidia beta drivers I installed for Battlefield 4 beta. After updating to latest current drivers I was still having the same problem. I turned off just about everything that I could. Then I remembered I have RivaTuner on. I changed the "Application detection level" to "None" and my problem is solved. If you use RivaTuner, you might want to play around with the "Application detection level" settings. It might solve your problem.
