You can still buy the expansion packs through Origin, as Sims -registers there anyway - as it is an EA product.
It's not really Steam's fault. You get the same if you buy a game abroad for PS3 and try to buy a DLC from it from say, PSN from your own region, simply because regions don't match.
In this case, the platforms they use don't match.
You can go ask the shop you got it from for those 80€, I'm guessing you didn't activate it anyway. If you did, then you might have to contact EA.
Well, you can go ask support, although they're not big on refund policy.

Of course certain topics will be dealt with faster than others.
Sometimes it could be a few days, sometimes even a week, sometimes more.
Also, like with most of the sites, weekends are usually off.
It's maybe easy for an observer to compare it to another site's customer service, but Steam is a much bigger service than just some game publisher's in comparison.

Now Steam replies to tickets between 24 hours - 1 week by my experience, most of the time they reply within 24 hours.
In order to be able to buy The Sims 3 expansion packs/stuffs pack from Steam you must have Steam-purchased The Sims 3 base game.
Learn from your mistake and read the FAQ if you aren't 100% sure about something.
Those €80 aren't entirely wasted, they're still a currency within your account. You may not think you'd need them now, but in time being they might come in handy. Have an open mind.
It says so right above the buy button in purple. It's understandable that finding out about this in retrospect annoyed you, but given the facts your anger at Steam seems misplaced.
Not choosing to use Steam anymore, is your decision. However that means that the 80 Euro's you just put on Steam going 'to waste', is also your decision.
