How do i kick or ban a bug user in a game i create, in sniper elite v2????????????????

That whole Rcon thing doesn't always work. They should change that and make it more easier and user friendly, like in the older games where you can ban people by their IP.
A ban by IP is much more effective because most cheaters come back with another name or even with another steam account. Steam should do something about that.

they can restart router and get new IP as well , but would slow them down at least ... I wonder why at this day and age this isn't standardized
