Non-Steam Shortcuts disapearing

There is an old bug in the Steam client, where it basically writes out the shortcut file when its shut down. If that shutdown happens during a windows shutdown, however, it might not get to finish that, leaving a corrupted file that will be ignored on the next start. Hence, shortcuts lost,

Solution: in your Steam folder, go to the userdata folder. There's probably just one folder in there, with a name made of digits -- that's your user folder. Inside that, there's a "config" folder, which has a "shortcuts.vdf" file. Use the properties panel from windows to set this to readonly, and you're set.

Note: with this, you can't add new shortcuts since the file is now readonly. Unprotect it to add the new shortcut, then readonly it again.

the shortcuts.vdf doesnt exist in my config folder then the #s folder it is only a localconfig.vdf?

I do NOT have a shortcuts.vdf folder at all ONLY a sharedconfig.vdf folder. I reinstalled steam 3 times and still NO shortcuts.vdr folder.
