Purchasing Temporary Limited
Anyone know what this is about? I submitted a steam support request over 24hrs ago and recieved no response. It's quite aggrevating.

For the protection of the account holder, this purchase has been declined. Further purchasing will be temporarily limited - please contact Steam Support to resolve this issue.

Trying to complete a purchase, won't allow me to using my debit card OR paypal.

PayPal
Instant transfers
To make a payment with PayPal without having a credit card linked to your PayPal account, you must have the total amount of your purchase in your PayPal account balance. PayPal does not offer transfers directly from your bank account without having a backup credit card tied to the account. You will need to move funds from your bank account into your PayPal account and use your PayPal balance as the method of payment.
If you already have a credit card listed on your PayPal account but PayPal is blocking your Instant Transfer, your account may have been limited by PayPal. You will need to contact PayPal directly to learn more about their Funding Options and Limitations.
How do I know my PayPal purchase through the Steam client is Secure?
The Steam store, and the PayPal site address are both visible as https:// - s indicating that it is a secured link. Additionally, you will be asked to log in to your PayPal account to complete your payment. PayPal's security details are present in the upper right corner of the screen, additionally, you can see the padlock in the bottom right of the browser frame.
Regardless of which option you use to complete your purchase, all payment information is protected by industry-standard RSA public key encryption and is only stored in our system for the duration of your transaction. Additionally, when you submit your payment information your data is protected by Secure Socket Layer (SSL) technology certified by a digital certificate.

I have the exact same problem, It happened on Thursday trying to buy C&C games, I am just leaving it and will try on sunday to see if has righted itself. Steam won't fix it in time anyway so I will just see if it fixes itself. contact support if you are in a rush to buy something.

That gives the picture of what is to do.

I did contact support, zero response. I too was trying to buy Red Alert and another game when this came about.

I attempted to use my debit card to make the purchase and only then went to my paypal account when receiving that error message. The block is on my account apparently, not my payment method.

Does your paypal have an active credit card, because if it does not, according to the instructions about Paypal I posted above, it won't work and that includes debit. These are recent changes.You may have to wait for support, probably be a few days sometimes.

I also had the same problem. I couldn't even use my money in Steam wallet. Seem like my account is frozen regardless of the billing methods. Contacted support Thursday night, and I am still waiting.

Have had this issue several times myself, Never contacted support. After some time they will allow you to make purchases again normally.
Still no response to the support inquiry, after nearly 48hrs. Do they ever respond?

They can be pretty slow sometimes... (Up to several days)

Same problem here, they're locking every one's accounts on the summer sale. I think I'll write some game news about this so hopefully it catches valve's attention.

Randomly happened to me as well. They won't let me purchase anything even though I have enough funds in my Steam Wallet. My ticket remains unanswered.
Update: 3 days later, still no response via support. I able to make a purchase of the Red Alert 3 weekend deal for myself. I then went to buy another copy to gift to a friend and was prompted with the original error message.

I can't buy C&C games. This happened on Thursday for me still can't do anything. Put in a ticket or whatever, but I won't expect to much this week. They have to fix things for all the idiots who their accounts hacked. It's a bit rich to have your account stopped in such a way and no automated way to fix it, no security questions?

I have yet to hear anything. Just a simple "We acknowledge your ticket and will look into it." would be better than the complete silent treatment.
