Anyways, I do agree that booster packs are generally a little overpriced. But you still have to understand that booster packs have a chance at a foil card which actually is worth more than the booster pack itself. That alone means that the booster pack has to cost more than 3 cards otherwise everyone will buy them out immediately. It's a gamble that usually doesn't pay off because foils drop so rarely.
Also, you need to complete your set of cards for each game with depleted card drops by trading for or buying the missing crads. That way you can craft the badge and raise your level. I deposited 5€ one time to buy cards, and from there on out every badge I made was earned by card drops, trading and buying missing cards using the Steam funds I earned by selling icons, backgrounds and double/foil cards on the market.

Yes -- people often don't understand what "low chance" means.
As for myself, I have received a total of 3 boosters since the cards were introduced sometimes in summer 2013. So your "two years" doesn't mean anything, it's more like half a year.
I've only reached level 10 early this year, so no booster since.
I don't remember how many eligible games I had when I got my first booster, but currently I have 39 eligible games.
"Obviously", I did not have 39 eligible games when the cards were introduced -- I know I had Trine 2 at the time (which was one of the games that had cards from the get-go), and maybe another game, but certainly not many.
I've never bought cards, and never will, and I'm not generally trading between different sets -- I just let the cards sit in my inventory, and when a booster comes along and it makes me have enough cards on that game I trade the duplicates. Or actually, I always trade the duplicates when I get a booster, just so the badges page gets more colorful :-)
This is why it's progressing so slowly. Boosters are just rare; live with it.
Trading cards have only been around for about 8 months and just recently has there been an actual increase in eligible games.
Steam level used to range from 1 -10 and increased with the hours of gameplay you had for the last 2 weeks.
Have all these and never got a booster pack, since the cards FIRST came out, it's annoying and I am online A LOT.

So far I've recieved around 12 booster packs. Been at it since the Card Beta. Two of them during the Summer Sale and one shortly before. FTL, Trine 2, and one of the Deponia games.
The more games you qualify for, the more chances you have.
Think of it this way. If you are eligible, you are competing against every other eligible user for that game when a pack is created and distributed. So if there are 100,000 users eligible for that game's packs, and one drops, you have a 1/100,000 chance to get it. (With other factors, like level bonus, maybe up to 2/100,000 chance).
