it's shown (if you have any money in your wallet) in the top right corner near your profile pic, and yes i think you can buy games with your Steam wallet

when you are logged into your account your account name appears in the upper right corner (client and website in browser). the money in your steam wallet appears left to it.

as long as you have more funds in your wallet than what you need to pay your credit card isnt required

you can also add money to your wallet just like you buys games
