Games aren't downloading
I have recently installed a new hard drive onto my pc and have decided to download my whole steam library onto it. I have started downloading them, at the moment I have successfully downloaded 25 games, worth about 60gb. My Hard drive still has about 396gb left on my hard drive. I have started the downloads of some games but they have got to a certain percentage and have stopped. Here is the list:
Alan Wake - 72%
Counter Strike Source - 3%
Half Life 2 - 28%
Portal 2 - 35%
I can normally get it downloading for 10-20 seconds but that only gets me about 1% each time. If I click the play button whilst it starts downloading it comes up with the error: Disk Write Error. I know that it can download as it sometimes downoads 10-20 mb each time I resume.

I'm having the exact same issue (Disk Write Error) with Alan Wake. I can only download for about 10 seconds at a time and it barely moves 1% up. I've tried deleting all the local files, deleting the appcache folder in the Steam directory, deleting the Alan Wake folder from the Steam\Steamapps\Common folder, and redownloading multiple times. I have even tried switching servers to see if that would help. Nothing has worked so far. Please let me know if you find a fix for it!!
I would try pausing some downloads and downloading the games 1 at a time.
May be more of a pain in the arse but the games should download quicker with less issues

What if I'm already downloading 1 at a time??
It could have something to do with a slowish internet connection? If not i'd recommend restarting Steam or giving it some time and then retrying.

Yeah I have tried all of them, deleting all local content then restarting the download of one of them. I don't think it is internet connection as it is normally 800mb/s - 1000mb/s :/ tried the obvious reinstalling steam, still doesn't work!
800mb's download speed.................... If it does't start working in the end and you cant find anything else to do i think your best bet would be to contact steam support
I am having the same issue with Downloading one game yet alone more then a few. Started downloading Dishonored and went to bed the other night with it still downloading (was at ~200mb), woke up it and was paused (at ~265) so started the download again, came back from work and it was paused again. Restarted and watched to see what was happening and after 5-10 seconds the download stopped (paused) and I went to "play" game to see if it would constantly upkeep the download it came up saying about AV and Appcache stopping it from working and gave me a list of fixes, and I have done everything from removing the cache files, local files, and even risked turning off all AV on system and still it refuses to DL more then a few seconds. I have restarted the whole system several times in various states but none seem to work, it maybe something on the server side, but this is placing blame rather then finding what it could be. So hope some one can find a fix, or it fixes itself.

I had the same exact problem with downloading Alan Wake. It would download for 10 seconds and then pause. I deleted the appcache folder, deleted the Alan Wake folder in the Steam\Common folder, switched to a different server, switched the max ping count or whatever it's called to 500, deleted all local file content, and tried downloading again. The issue may have been everyone trying to download during the Steam Summer Sale, as both Dishonored and Alan Wake were a part of it. That's the only thing I can think of. Hope you get it to work. This same exact thing is happening to me. I got a new computer and started downloading L4D2, my internet normally runs at about 1000mbs but its not downloading at all.
Turns out it was a faulty hard drieve :P got a new TB one now
