Do you get XP for being a "pillar of community"?

Yes, you will 100XP for the Pillar of the Community badge and another 100XP when you level it up to Community Ambassador.

Thanks. I want to get to level 10 before I get any more card drops. I hope I might get a foil card.

Yes, i have been trying to get it recently and got 100xp each for the first two levels. Community Ambassador seems to give 200xp, if i am not wrong.

You can get foil cards before you hit level 10.

Valve removed that limit towards the end of the trading card beta.

Community Ambassador is 200XP total - 100 for the first level (Pillar of the Community) and another 100 for the second.

You need to make a purchase via Steam before any earned XP is put towards your levels. You seem to only have F2P games and no inventory items.

You are a limited user. You need to buy something from Steam directly. Either from the Steam Store, from an in game store (micro transaction) or redeem a gift that someone purchased for you from the Steam store.
