1. You have to figure out what country it thinks you're in.
2. Enter "http://store.steampowered.com/?cc=" into your web brousers URL
3. Type in that countries first two letters after the equal sign.
I figured out that the steam store thought I was in Australia so I used the letters "au" after the equals sign.
steam seems to use country code top level domains to determine the store of a specific country. for saudi arabia its most likely sa.

this didn't work in my case, but the support guys fixed the problem for me, I suggest contacting them.
