Steam now requires that Paypal has the funds for a game before purchase?
So I try to buy a game today. My paypal has 0 dollars in it (it always does). When I go to make a purchase through Steam using Paypal I get this message...

>To complete this payment, add a debit or credit card to your PayPal account. Your card will not be charged unless the transaction amount exceeds your balance.

I do not have a credit card. I never have.

Back in May and any time before then I was able to purchase games on Steam with my Paypal balance at 0 and the funds were automatically drawn from the attached bank account without any delay. Why do I have to maintain a balance on Paypal now?

I see this in the help files...

>To make a payment with PayPal without having a credit card linked to your PayPal account, you must have the total amount of your purchase in your PayPal account balance. PayPal does not offer transfers directly from your bank account without having a backup credit card tied to the account. You will need to move funds from your bank account into your PayPal account and use your PayPal balance as the method of payment.

WHY? Why did this change? Did Gaben lose millions of dollars from Russian scammers or something and force this stupidity?

I will not be able to buy any games during the summer sale now because it takes close to 6 days for my bank to do the manual slow ass 1998 bank transfer to a Paypal balance. :tradingcard:

This is why many people transfer funds into their steam wallet right before the sale starts. Credit card issues and paypal issues can lock you completely out of a steam sale if you get unlucky.

But the last time I bought something (In May) this wasnt an issue. I guess Valve hates money.
Sad - because I buy a lot of stuff on-line (software, etc) with my PAYPAL that is tied to my credit card. Never had any issues with any of them - From MAJOR software (Corel) (Adobe) to lesser known Software to even games. Not one issue:

I guess the question now comes down to:

How is it that only STEAM has these issues? Seriously asked question - Not any of the 40+ Vendors Big Names and Lesser Names have never had an issue?

I even just did a "spot check" and nope - none of the other ones have any policy change with Pay Pal. Makes you wonder.
I opened a support ticket. I'll see what their excuse is.

If you have a linked credit card there is no issue with Steam and instant transfers. Ergo nothing has changed for you.

Almost 20 hours later and they haven't responded. I guess they don't give a ♥♥♥♥. Thanks Valve, you're terrible at customer service.
Give them some time to reply back. It's a summer sale and they have about 6 MILLION active users. 6 MILLIONS!

It will always be a bit hard to reach them during huge sales because tons of people want to send in questions as well.

You know the most retarded thing: I bought Fez with PayPal 3 days ago, and it WORKED (i.e: withdrawn from the bank instantly, only converted). Now, when I want to add more funds to the Steam Wallet, it won't let me unless I add a CC, WHICH I DON"T HAVE. Why else would I buy with PayPal in the first place!!!

I know here in the UK this is how PayPal has worked ever since I had a PayPal account (3 years give or take). I have always needed both my bank account linked and a credit/debit card linked as backup in order to make instant transfers unless I had the funds in my PayPal account.

What is an Instant Transfer?
PayPal's Instant Bank Transfer is one of our fastest ways to pay. You can use it if:

* You have a verified bank account and a credit or debit card attached to your PayPal account (as a backup payment method), and
* The money in your PayPal balance is not enough to cover your payment amount (PayPal always uses the funds in your PayPal balance first.)

Steam is the only place that has changed so why would it be Paypal's policy? I've bought stuff from ebay, humblebundle and a few other places using an empty paypal account to transfer the money from my bank account. And yes, that is even since the summer sale started. Steam is the place where that doesnt work.
I've noticed this issue too, and I'm really disappointed as well. I'm in the same situation where I currently have no funds in my paypal since it usually works without any. The best solution I can come up with is to go to a store (ex: EBGames) and buy a steam gift card, that way you can get the funds before the sale ends :)
Oh and one more thing:
Does anyone know the date that they changed this? I'm curious.

If you already have a credit card listed on your PayPal account but PayPal is blocking your Instant Transfer, your account may have been limited by PayPal. You will need to contact PayPal directly to learn more about their Funding Options and Limitations.

So I guess they are just passing the blame that this is Paypal's fault. I guess I shouldnt be surprised.
