As for changing my download location i only really have two choices as i am in the UK and dont wish to use any international servers for fear of lesser bandwidth for my downloads..
I have already alternated between london and manchester for my downloads server and it makes no difference,
Guess its time to open a legendary support ticket with valve
will give that a test now.. will get back on here should it work,

Mainly the smaller indie titles but they are still games i want to play nontheless
And its hardly a case of 'relax' when you arent abe to access titles within your game library
Was trying to install The Evil Within retail disc version for the last half hour and kept getting the error at the 'allocating disc space' section, it wouldn't begin to install even after repeated reboots. Changed from London to Manchester and it worked first time.
Windows 7 here, 10 years of using Steam and it's the first time I've seen the invalid depot error. Had me scratching my head 'till I found this topic, so cheers to however suggested that fix.
Edit: changing it to a different drive produced the dreaded "tail-off" where a a few meg downloads and then speed drops to 0/bps permenantly, though then changing it back to the original download location on the original drive now seems to work fine.
