Try Steams Support Page specifically for "Could not load module bin/vgui2.dll"

Super easy if your a windows 7 user so #1 go to your steam folder in Program Files x86 then open the bin folder and LOOK for vgui2_s.dll Then TRASH it and EMPTY Trash then Simply RESTART STEAM and WAHLAAAA YOUR in like Flint!!!!

This worked for me (simple delete didn't help):

In vista, win7 run System File Check from command prompt (with admin rights). Input command sfc /scannow . It will scan and replace any corrupted system files. After that everything works fine for me. The problem was with dciman32.dll.

Если у тебя vista или win7 надо запустить проверку системных файлов из командной строки (от имени администратора) sfc /scannow . Она исправит попорченные системные файлы. У меня проблема была с dciman32.dll. После востановления этого файла все заработало.

I had the same for 2 weeks, Just go to Windows Update , Update everything , it will take 1hr or so , Then Steam will start on its own ,,, You will be happy ,
