Scanning for Steam licenses updates..
I received an email saying a friend gifted me a game. It says that it is in my Steam game library, which I don't see. So I tried installing through the steam website way and gives me the "Scanning for Steam licenses updates" popup. It doesn't go away until I click cancel. What's the issue?

I now have my game; turned out my friend somehow still had one in his inventory, even though I even got the notification in my email.

EVERYOINE I FOUND A SOLUTION !
so what i did...
step 1: buy the game you want
step 2:click install games
step 3: if yours works stop reading NOW
OKAY SO IT WILL COME UP WITH scanning for steam license update..
step 4: press cancel
step 5: log out
step 6: log back in again
step 7: it might log our randomly a few times (happened to me)
step 8:log back in if havnt done so after unexpectedly closing
step 9: go to libary and your game should be there!
so i hope this worked for you guys :)

i just had this same kind of problem.. and was panicing when it done this on 2 of my games... the first one was a pre order, in which i have to wait 2 weeks to get... but i pressed cancel the first time i scanned a restarted steam, then i noticed i got a 75 percent of discount so i went and got another game, and the same thing happened... so i disided to leave it just in case it wasn't any thing to big... and it only lasted around 10 minutes for me and then installed my game

finally got the games to start appearing in my library after everything youve told me about closing and opening the steam window. Jake the dog, go get yourself an everything burrito my treat

i fixed it i think im not sure if all my games are back....but i had to detele some steamfiles and force them to redownload

Just happened to me for the first time. Purchased 2 games and clicked on install, was staring at "Scanning for Steam licenses updates" for a few minutes and I knew something was wrong. Clicked cancel and clicked Install again and same thing happened.

Exited Steam and relaunched it, games show up on my Game List and currently installing.

Small note, the 'Cancel' button doesn't show up immediately.
I had this happen with a gift. I tried all the previous fixes mentioned here and elsewhere (logging out and logging in again, updating steam to beta, killing the steam process, opening a ticket) as well as blowing out my browser cookies, trying another browser, uninstalling and reinstalling steam, and still wasn't able to get my game after 12 hours.

What ended up working was that I got the person who sent me the gift to rescind and resend the gift code. It probably won't fix it every time for everyone, but if you have the ability to try that option, it worked for me.
