Does crossing international borders effect download speed?

My nearest canadian server is very far away from me. However, there is an American server less than an hours' drive away. Will crossing international borders slow download speed?

I am not sure if I understand your question but the border does not slow down the connection nor does the distance you are from the server. Ping is affected by distance but download speed is not. Some servers may have less load or might have better hardware and they might provide better service. Why not just change your download region to check it out for yourself?
