Steam PayPal payment changed?

Until recently, I've always used PayPal to make my purchases on Steam. I don't have any balance in my wallet and my PayPal account doesn't have any balance. I have my bank account tied to it and it just removes funds as needed. However, when I attempt to make a purchase on Steam now (most recent, successful purchase was June 18th), it won't accept it without me entering in a credit card which is something I do not want to do. The only change I noticed is that my usual payment information wasn't saved on Steam and I had to enter it again. I contacted PayPal and they suggested I contact the merchat (Steam) but wanted to see if anyone else has had a similar problem and if they were able to resolve it.

Actually, I think I figured out the problem. PayPal works fine, steam is the problem. When you go to purchase your game, there is the little box next to the sentense saying "do you want to save this payment option" whatever. Uncheck it, then continue with your purchase and steam won't ask for a credit or debit card to pay wiht PayPal. I hope this helps.

Im having the same problems with it too and there is only one thing I did notice. Obviously it is required that If you are in the United States that you use a US account, Should you be in another country then you are required to have an account in that country.

I'v been living in Germany for the last few years so I'v had to get a german account and all that goes with it, Paypal at the beginning worked fine and then for some reason seized working.

What I have noticed on Steam when purchasing a game however, is that when you open your Paypal through your Steam account have a look at the address of the Paypal.

For me its locked into the US version of Paypal (Green Lock at head of page) Im assuming this may have something to do with why my paypal will not link up with Steam to confirm purchase but saying that I havnt figured how to get Paypal onto the correct address.

Maybe its something, maybe its nothing. But it would explain why some people (Im assuming Americans) can purchase their games while the rest of us cannot.

Should anyone find a fix for this it would be much appreciated.
