Do I have to add funds to my PayPal account to use PayPal?
No. If you link a bank account to your PayPal account, money is taken directly from your bank account when you make purchases or send money.

Instant transfers
To make a payment with PayPal without having a credit card linked to your PayPal account, you must have the total amount of your purchase in your PayPal account balance. PayPal does not offer transfers directly from your bank account without having a backup credit card tied to the account. You will need to move funds from your bank account into your PayPal account and use your PayPal balance as the method of payment.
If you already have a credit card listed on your PayPal account but PayPal is blocking your Instant Transfer, your account may have been limited by PayPal. You will need to contact PayPal directly to learn more about their Funding Options and Limitations.
Unfortunately though, I haven't been able to resolve it. It actually did happen to me when I was trying to buy Dead Island on the Steam client that day and I was able to work around it by making the purchase through the Steam browser in Google Chrome - but it's not working this time and both the client and browser are asking for credit card info.
To say the least, I'm exceedingly frustrated.
It's like Valve doesn't want my money.
Dragon Age Origins... Bioshock Infinite... Borderlands 2... It's a poor man's summer sale dream.
And I can't buy anything because I don't have a damn credit card.
Likewise, I've bought things from Steam using a Paypal-linked bank account, I don't know why Steam has stopped allowing me to do that. It's very frustrating and I can't find an answer for it anywhere.
Anyone else have this problem?
