Two options:

1. Try to scan for malicious programs
2. Disable programs that run at startup which you don't use
3. Get better hardware

1a. Download the program "Super Anti Spyware" free edition, and run the full system scan on your machine after updating the definitions.

2a. Press and hold the following keys in this order: ctrl, alt, del. Then select "task manager", go to the process tab, and sort by memory usage. This will tell you what applications (and background apps) are utilizing the most memory on your system. If there are programs running in the background that you don't use then you'll want to disable them at start up. Try this article if you need assistance.

If those methods don't speed up your machine then you simply need better hardware. Reformatting your computer and starting with a fresh operating system can help temporarily, but eventually it will return to this slow state.

Norton having issues and not uninstalling happens way to much. Follow this link to get a Norton removal tool from Norton. Do not install more antivirus or security programs until you remove Norton. Having more then one is asking for issues.
