Mouse Scroll Stutter
At any place on Steam (as far as I can tell) when I use my mouse wheel to scroll it results in a stutter - moving only once if I scroll a certain amount and that amount being related to how many lines I have set my mouse to scroll... Am I the only one with this problem?
Note: My mouse is a Logitech Marathon Mouse M705 and I have never experienced the problem in the past.

Thank you in advance.

How long do you have that mouse and how often is it used? I'd recommend to return it to the shop for repairs if your warranty is still valid.

Just by a small google search i found out that a lot of people have a similar issue with the same mouse.

As far as I can tell most of those problems are just in relation to the 'Hyper-Scolling' feature of the mouse. I however am experiencing problems with both the normal scrolling and that. The mouse is used daily and I've had for about half a year, though I could be completely wrong on that - it's an estimate.
The problem is only affecting me in Steam, not anywhere else on my PC, leading me to believe the problem itself is related to Steam opposed to my mouse.
It might be worth noting between my last use of scrolling on Steam my computer encounter three Blue Screen errors, and after the third I found my cursor speed and scrolling speed on all of the computer to be affected, though fixed easily through the control panel.

Did you try reinstalling the drivers?
Also disable smooth scrolling for the hyper scroll, I have MX Revolution and its much more annoying than useful.
Also try disabling hyperscroll for steam specificaly, you can do that in your SetPoint driver.

It's probably your mouse.

I think this is a bug for alot of steam client users. I've noticed that using the mouse wheel to scroll makes my steam scrolling stutter. It will go up stutter downward then going down it sometimes goes back up (Occasionally it will make my whole steam window go blue untill I drag the side scroll bar). I saw in another deiscussion people were complaing about this and they said it was patchted but I dont think so as I keep having the scroll stutter and it happened recently for me. I really hope that steam will patch this soon its getting really annoying. I have a X-08 Easterntimes tech mouse so I dont think its your mouse at least but other than that I have no clue whats going on. Sorry wish I knew a way to help but, I myself wish to know a fix thats why I searched for a discussion on this.
