Report a translation problem
Just by a small google search i found out that a lot of people have a similar issue with the same mouse.

The problem is only affecting me in Steam, not anywhere else on my PC, leading me to believe the problem itself is related to Steam opposed to my mouse.
It might be worth noting between my last use of scrolling on Steam my computer encounter three Blue Screen errors, and after the third I found my cursor speed and scrolling speed on all of the computer to be affected, though fixed easily through the control panel.
Also disable smooth scrolling for the hyper scroll, I have MX Revolution and its much more annoying than useful.
Also try disabling hyperscroll for steam specificaly, you can do that in your SetPoint driver.
