Steam Voice Chat - Not Working

A group of us all chat fine in the game -- again I said IN GAME.

However, In a private group chat something goes wrong.

Example: 4 people in the chat. I can easily voice chat with 3 out of the 4 members. Only one person that I cannot voice chat with -- you see the spinning icon next to their nickname, and then it turns to a a RED LINE going through their speaker.

This does this with me only. Others in that chat do NOT see the red line and they can hear that person just fine. It is not a setting on either of our ends as our microphones work fine with other people. Neither of us banned each other. It just seems that either my computer will not accept their connection for voice in private group chat or vice versa (we can chat in game though).

Can someone please give me some advice on how to fix this. NOTE: The person that I cannot voice chat with is using a Video Camera Microphone. But remember this person does NOT have an issue chatting with the other three members using that device in that group... its only with me!

I am not the only one that has posted about this issue (elsewhere on the steam, and other forums) so if you find the solution for us you'll certainly earn that red star sticker :)

Glad to see someone else is having this issue. I want to update this thread with some more info.

NOTE: The person noted as having a video camera mic--They have the same issue while using a headset, and all of his settings are CORRECT. It is not a bandwidth issue either as I ran network tests on his machine and average is 25Mbps Down and 7Mbsp UP, and a 40 min ping had no timeouts or lag -- I've checked all settings myself via Teamviewer and it is NOT a configuration issue so lets not even go there. No ports in Steam are blocked either.

ALSO-- It is spreading!
A few other people that were able to speak to each other via Steam Voice Chat are now not able to. It has happened to two more people in our group of friends.

i find that if i restart my chat, i will be able to chat with them for a few minutes before it dies again

Yes in normal circumstances with people that I can normally voice chat with-- if we can't chat, I can restart Steam and it works, but for a few particular people a restart of Steam will NOT fix it. I was annoyed with Steam supports reply when I contacted them for a fix. I gave them a list of everything me and these people have done to try and fix this... but its like they did NOT even read our message because they told us to do the same exact things we've already done. So, reinstalling Steam will not fix it for everyone. Deleting files will not fix it for everyone. It is NOT an issue outside of Steam. How do we know this? We can voice chat on Skype, we can voice chat in game, we can voice chat on Teamspeak, we can voice chat on Google Talk, and we can also voice chat in Teamviewer. No, it is not a router- network issue. No it is not a blocked port, no it is not our firewall, no it is not our microphone settings, no it is not our audio settings within the game and Steam, no it is not that anyone blocked anyone. It honestly is like somewhere in the Steam system-- select people just cannot chat with each other. It has been months so I have no choice but to accept it and wait it out until Steam fixes it because we have tried our best to fix this on our own and of course with Steams suggestions.
