Report a translation problem
Delete the files listed below:
- steam.dll
- ClientRegistry.blob
Restart your computer.
Then, launch Steam.exe from within the Steam installation folder, and not from a pre-existing shortcut.
With Steam running, re-test the original issue.
Note: This process will not affect your currently installed games.

This could be because of your firewall.
But what i did to fix it was rigth clicking on the shortcut of steam on my desktop and then click "Norton File Insigth" after that steam updated and it all worked. If this dont work try uinstall and install steam before doing it again because thats what i did but i dont know if that had something with it to do.
