Btw you're also incorrect you can finish a set if you get very lucky and finish it using booster packs.
No one is forcing you to do anything. But if you wish to participate it helps to understand how the basic Trading Card (all trading card games both physical and digital) work.

How do I get booster packs?
With XP you gain levels. You do not need XP or Levels unless you want the benefits of said levels. Right now those benefits are showcases every 10 levels starting at level 10. This allows people who view your profile to view whatever category you selected like "My favorite screenshots" "My favorite games" "My badges"
This is the RPG system also very common. Combined the XP/Levels are really just a bonus. Again no one is forcing anything nor are you missing out on anything but showcases and trading cards. The system is pretty standard.
If you play a game and collect all cards you were eligible for (unless it's a F2P game) like for example you're playing "Binding of Isaac" and you receive the 5 out of 9 cards (doesn't matter which cards or if you get more than 1 of the same card) and can no longer get free cards. Click on badges and look at Binding of Isaac. It should say you're now eligible for a booster pack.
All users may receive a booster pack at random if they're eligible like I described above but being a high level offers a better chance (it's still %/chance not a guarantee that all the high level users are taking them and the poor/those not leveling up by whatever method).

Exactly, it's how it works with any TCG. Every game purchase with badge support is essentially a booster pack. Want more cards to complete your themed deck (badge)? Trade with people or buy it from someone/vendor.
This is probably for users to get accustomed to the market place, where Gaben mentioned in one of his talks that eventually the market place won't be a store for official items, but user generated items as well.
Excluding Valve's market there are actually two websites dedicated to trading cards via bot/credits. There is also a subreddit to trade cards between people.
