After Every BIOS Update Steam Runs First Install on Everything

Every time I update my ASUS P8Z77-V BIOS or change the OC setting in the BIOS Steam apparently thinks its new hardware and runs first-time install operations on all installed titles. This also causes several games with activation limits to reach their max activations (I'm looking at you, TopWare Interactive). Can't Steam tell the difference between an updated motherboard BIOS and actual new system?

And is there a way to cancel Steam's first-time installs so I don't have to deal with it every time? ASUS issues motherboard BIOS flash firmware updates pretty frequently.
