Steam just needs to run as admin, that is it.
Same goes for your root game .exe files.
Basically, I performed a disk check on the drive Steam is installed. For most of you it would be C drive.

To perform windows disk check, open My Computer, right click on C drive (or whatever drive Steam is installed) then select Properties. Go to the Tools tab, then click 'Check Now' under the 'Error Checking' part. Select both the automatic fix and attempt recovery of bad sectors.
Now if your drive is C, you cant scan it just yet, because it's already in use (by Windows), but you can schedule disk check next time you reset. So reset your PC and let it run.

A few notes:
- This process will take a while, so do it overnight and be sure you dont need to use the computer any time soon. Some people have said it takes them days to complete. I had to scan about 690,000 files taking a total space of 1TB, taking me about 8 hours to complete.
- There will be times where it will look like it's stuck and nothings going on, staying on a certain percentage progress for an hour or so. This is ok, as long as your HDD light is on, its working on fixing the corrupt files. Give it time.
- I'm on Windows 7, but theres probably ways of doing whichever operating system youre on. Do a google search for disk check if youre on a different OS
- Im not computer savvy, and I dont know why, but people on forums recommend against interrupting the disk check (like restarting midway). So just a warning there.
- I actually found this solution with another problem I was having - I couldnt uncompress large .zip files within two locations on C drive, giving me an Input/Output (I/O) error. This error is usually due to hardware or wire connection errors, but it didnt make sense unzipping within the same hard drive.

This problem has been happening, and ongoing for quite some time, (years).
Many people have come up with sollutions and lots of people have tried them. I have had this problem a couple of times in the since i joined Steam....
Fix 1.
Go for full reinstall.....CLEAN! (ya its a ♥♥♥♥♥ but....meh.)
Fix 2.
1. Save your steam apps folder somewhere.
2. Unstall Steam.
3. Delete Steam folder.
4. Install steam to a new directory (for ex. steam2)
5. Paste the steam app folder there.
Fix 3.
Go outside....
Browse to your base steam folder (where steam.exe is located) and delete steamui.dll.
It will rebuild/redownload the steamui.dll file and you should be all set.
This is a general error unrelated to your game, but rather a steam application error. Please pass this fix on, Valve.
