If you are using the client then its usually at C:\program files\steam\
If you have a steam.exe file in there, you should be able to click on it and it will check your installation and install what is needed. If it doesn't, then you may as well go to http://store.steampowered.com/about/ and download the client from there and install it.
Afterwards just log in with your user/pass and you should be able to go to your library.
Whoopeee. Finally got back to familiar surroundings. You were right. The first install didn't install everything. In fact I'm still getting some errors with something called bootleg or something but I can get into my client finally. Had to install steam a few times to get it started on repairing. Many thanks and if you ever find yourself in Malaysia drinks are on me.
