Steam uses content servers that are located all over the world. Steam attempts to select the best content server based on your location. If Steam downloads are going slower than expected, please double check your current download region:
Start Steam
Go to Steam > Settings > Downloads tab
Under Download region, select the region that you are in or that is closest to you.
You can also try various regions near your location to see if a better connection is available.

Must be very frustrating and I hope your issue is resolved ASAP.
Contact Steam Support !
Exit steam, rename the file ClientRegistry.blob to ClientRegistryOld.blob (to force it to redownload)
Temporarily disable all antivirus/firewall protection (completely)
Reboot windows (assuming that's what you use) in safe mode with networking enabled when downloading the game and starting it up for the first time
If you're using a router, try connecting your modem directly to your computer
Also, what's the error code at the end? There seems to be multiple error codes associated with this.
BTW for anyone else having this problem, I fixed it by disabling McAfee Anti-Virus "Real-Time Scanning" feature.
