How do I install mods into garrysmod without workshop

I want to download a few mods and maps and put them into the maps and addons folders under garrysmod_old and that doesn't work for me.

I'm getting really aggravated at steam with having to log in 100 times, having to open my email every single time to put in the security code (I disabled that now), having to update everything, and I had to reinstall steam 3 times today because it would not open up. I'm about to bash my head into a wall, and I'm surprised I haven't already.
