Report a translation problem
There's a lot of things I'm kinda surprised aren't on Steam. Two main ones being League of Legends (think because of DOTA 2 and LoL having a rivalry) and of course Minecraft. I'd toss in World of Warcraft but I dunno if Blizzard's fancy account system will really work with that.
Second, Minecraft has a lot of easter eggs like this. If the file containing the randomized text is missing or cannot be read, the game will display "MissingNo" on the title screen instead of a randomly selected string.
"Not on Steam!" is one of the random strings that will appear from time to time.
