steam can not be installed update stuck on 27 %

my friend have problem with steam, his setup completes, but after setup when steam updating it stucks on 27% and then directly closes.
and when he clicked again on steam icon then nothing happens even not update box.
so for jst update he have to install steam repeatedly and when he reinstall steam then again setup completes, but update stuck on 27 %.....
please help me steam guys i need help

his steam not even started, its stuck at 27 %, its the update which is done when setup completes, so cant sign in even, to go download region and all other stuff.....
