Although I have a feeling that it's not going to be true.
But, I could buy it from greenmangaming.com. It requires steam, and I could install and play it.
My scenario is different from yours, but it is possible to play games that require steam, even if it is not available for sale on steam itself.
Most games can be gifted/traded to you without problems. However, some games may be IP blocked from use in some regions. Sometimes, this block is mentioned on the store pages; other times it isn't. Said block may also either be permanent or temporary.
Likewise with buying Steam keys for games from authorized sellers. If the game is not available in your region on Steam, there is always the possibility of any of the following happening:
1 - The game will not activate
2 - The game will activate but remain unplayable (stuck in permanent pre-release state)
3 - The game will activate but not be playable until the game is released in your region
4 - The game will activate and by playable immediately
Unfortunately, there is no way of knowing what will happen until you add the key to Steam, by which point it may be difficult to get a refund. If possible try to find someone in your region who has already added the key to Steam to see whether it was playable for them. If you're really lucky, someone in your region is keeping a record of such things (for example, some Japanese gamers maintain a database of Steam activated games to determine if they are playable or not).
Actually, there are a few games not available in Brazil on Steam. The Secret World, for example.
Using a proxy to bypass regional restrictions can get your entire account locked. So I wouldn't try that again.
I'm having the same issue as well, I wanted Max Payne 3 from here, but it's "unavailable" in my area. However through greeemanGaming, I can buy it... But at the end, it requires steam account to play it. Should I buy the game? or it isn't going to work?
I want to play Max Payne 3 ... :(
