However, how would you have an old save game that is DLC dependant if you only bought them recently? You pirate them?
They are considered game breaking. The unlockable pack in particular unlocks bonuses and items right at the start which you normally earn through playing the game. Including a stag takeover where you choose an area to completely takeover, auto completing any activities and purchasing any buildings and businesses in the section.
The bloodsucker pack isn't so bad but some players don't like the neck snap being replaced by the neck bite permanently and with no disabling. It does however also give bonuses to money and respect but again it's not as bad as the unlockable pack.
Just warning you, once you buy them there's no turning them off.
