I have the same problem and I can't figure out whats wrong because I have a desktop that's connected via ethernet that works fine and can play online but with the laptop in my room I'm having the exact same issue you were. I feel like it has something to do with Norton because Norton is always an issue but I have the same firewall on both computers so I don't know why one works and one doesn't.
Would it make you feel any better if i told you that its been a year already and mine now works fine and it has been so long that i cannot remember how i fixed it.

Did you ever solve this problem im struggling with the same rn.
It's not DNS
There's no way it's DNS
It was DNS
All I had my friend do was open his command prompt and do the ipconfig /flushdns command and he got it to work.
