That's my only guess. But no idea why it would only happen to Rome and not every other game.
Some of my other games are downloading just fine, so it's definitely something about this one.
:: Completely uninstall and delete everything related to RTW (I used windows uninstaller in the control panel because, of course, Steam wasn't working)
:: Set Steam to NOT run on start-up
:: Go into the Steam folder (Program Files) and delete "steam.dll" and "clientregistry.blob"
:: Restart your computer
:: Completely turn-off firewalls and antivirus programs (scary, I know)
:: Go into the Steam folder and run Steam by clicking on the "steam.exe" (Steam Client Bootstrapper)
:: Steam should then begin to extract and install a new update--presumably the one referenced by 5000Cows above--I should note that this happened even though my Steam client noted that it was up to date when I previously requested new updates through the client
:: Log on and install RTW...it should go past 39% now
So glad this worked, because I was ready to smash my computer. Good luck!
