INSTANT SUCCESS. You are a scholar, gentleman, savior, and a gift of the heavens above!
1. Open cmd as administrator
2. Type chkdsk /f d: [change d with whatever lettered drive your steam and or steam games are on]
3. Hit enter and wait a bit.
4. Type y and hit enter again when asked.
5. Now you have to wait for the whole thing to finish. It may take up to 10 minutes depending on how badly your data was corrupted.
You will know when it's done as a bunch of numbers showing your memory space and what not is display. There should even be a message which states that "no futher action needs to be taken."
Note: While this is going on, your drive will be dismounted so if you are the type of person who splits his drives up, you're in luck. This problem is usual cause by a crash resulting in corruption of exFAT or w/e.
PS: I know this is a very old thread but I recently had this problem and none of the solutions I found on the internet helped me fix it so I had to perform experiments. Since this was the first result that came up on google, I decided to leave my solution here so others can see it.
