To the people saying just click up in the corner and change it, they don't understand that this is a different issue where you can't even log in at all.

I still have the exact same problem and I have done everything you have done, including editing the registry, which didnt work because the offline mode was already set to 0. I am getting the error message still and cannot even open steam. This is getting kind of ridiculous.
Okay, so, Steam works for me now, but only sort of. Maybe this will work for you too.
What I did was I completely reinstalled Steam, which obviously uninstalled all of my games as well (at least my computer now has like twice the free space it had before, lol). Suddenly, it was working again! I rejoiced for a while!
Then when I woke up the next morning and rebooted my computer, it was locked in Offline Mode again, but this time I had zero access to any of my games before they were all uninstalled. Choosing to "Go Online" and all that stuff once again failed, BUT... if I clicked to log in as a different user (Steam > Change User), then re-signed in, suddenly it would work!
So now every single time I turn on my computer I need to boot up Steam, log out of Steam, and then log back in again in order for it to work. It's annoying and pretty messed up, but at least I can use Steam again!

Completely exit the Steam client.
Open the run dialogue by pressing windows key + r (you can also navigate here from the start menu by typing run).
Type steam://flushconfig then press enter. (If asked to allow this website to open a program, please click Allow or OK).
Restart your computer.
Now, launch Steam directly from the installation folder, not from a pre-existing shortcut (~C:\program files (x86)\Steam).
The Steam application will either appear as Steam or Steam.exe depending on whether your settings show file extensions.

I only had to run "steam://flushconfig" and hit enter for it to come up and Steam online mode came up. My library is there and my games are there. Aswell as alot of trial-period FTP crap I don't want.
Thaks to FrozenArrow...unless this is just hack/backdoor into my account and he can play online as me. Then it would suck.

Check task manager to close steam and next time you open there should be a login screen, login and it should be in online if you are connected to internet,
