how get flash card
up to 10 lv? or play game?

Do you mean the Foil card? You can only get that card when you are level 10 or higher. But you can only get that card with drops. so by playing te game. But you have a card limit per game.

And Foil cards are pretty rare, I had 14 drops and no luck, also you can craft a Foil badge if you have the full set
