They do publish bundles every now and then. It's totally safe to purchase from them.
And obviously, simply asking ïf this is legit or not is pointless in this day and age as anyone can just say anything and there is no way to proof the validity of what they are saying.
However, I can give my opnion on it though. My credit card information had been stolen before so I am extra careful when it comes to buying online. I search and search online and read comments about Bundle Stars's and it would seem Bundle Stars have all praises and no bad ones.
Which comes to the point I am about to say, "No one is that perfect".
And the pricing sounds too good to be true.
Sorry, in this day and age when money is the Emporer of the world, you can't be too careful.
Just look at that bundle, Sword of the Stars is USD 9.99 on the Steam main store. Here, it is bundled with other games and it only cost $3.47?
Sounds too good to be true isn't it?
However, I will guarantee you that in this case scenario, it's legit. :)

The Steam shop is known to be rather expensive to start with, and the bundles -- no matter what site you're talking about -- are limited time offers. Like a sale on Steam, which can give you large discounts on the official store price as well.
Due to the large cut on the bundles you'll not usually find overhyped bestselling EA titles and stuff like that in bundles. If there's anything "bad" about bundlestars ithen it's that they tend to collect the rubbish games, with only the occasional pearl here or there. For me, Humblebundle scores better -- I tend to find more games that I want in HB bundles compared to BS bundles. Or mabe I should just buy more BS bundles to just try them out -- their prices ARE good, no doubt about it.
I've only bought one from them so far -- the Majestic bundle. That one was basically a slightly overpriced "Enclave" (overpriced because I always take off at least 75% from the Steam shop price to compare, to account for sales, or more if the usual sales discount is better than that) which I didn't mind having (even though I have a non-Steam version), plus a couple extras thrown in to account for the "overpriced" :-)
Basically you get the first tier of sales from the die hard enthusiasts and collectors who pre order the game, then there's those that buy it shortly after the game has been released. These two tiers pay the highest price for the game, and if the game is successful make millions for the developers. Then you get the first round of sales where fairly new games (usually around the 3 to 6 month mark, but sometimes only weeks after release) are sold for between 25% to 40% off, this draws in another section of the community; usually those who can't justify paying the full price when it’s first released or can afford to buy the game at full price. The next round of sales you're likely to find those games reduced to anywhere from 50% to 75%. This is when many gamers who wouldn't otherwise have purchased the games start to buy the games, thus making extra revenue for the developer. Finally you get the bundled games where the mark down is as much as 90%. This is where you get those who definitely wouldn't usually buy the games. Most gamers who were interested in the game would have already purchased the game at the higher price, so trying to continue to sell the games at the higher prices just doesn’t bring in enough revenue. The bundle sales take care of this by bringing in significant extra revenue on games by selling to those who wouldn’t have bothered to buy the games. This bundled tactic selling the games at dirt cheap prices has been extremely successful simply because we can't resist a bargain.
I've purchased virtually every bundle going since the first humble bundle started including most of the Indie Gala, Indie Royale, Groupees bundles, Greenlight bundles as well as less known bundles, even though, most of the games in those bundles I've already purchased at full price previously.
I buy then partly to support the developers as the more money they get, the better the games are likely to be, but I also buy them so that I can give codes away to friends and family. Fairly recently I gave 60 Steam codes to a friend and another 250 to one of the giveaway groups on steam. I've got hundreds more that I’m currently listing, that I’ll be giving away to friends and family.
When the Humble bundle did the THQ bundle back in Nov 2012 it made the developer THQ millions because the bundle sold for around $5 and included most of THQ's recent titles (at the time) such as Saints Row the Third, Darksiders, the first three Company of Heroes titles, Metro 2033, Red Faction Armageddon and Titan Quest. These games were worth around $400, and, if you'd purchased them all at release they would have been worth a lot more, yet here we were being able to buy all the games for $5, (equivalent to around 50 cents per game). Many gamers who wouldn't normally buy such games bought the bundle simply because it was a massive bargain, the same goes for the recent Codemaster bundle and many more that have preceded it.
With respect to the skeptics, if these bundles were illegal, we would have heard about it in the forums and other sources of news such as Rock Paper Shotgun, You Tube, Facebook, Twitter etc. I hear no news. No one I’ve given codes to has contacted me to say they are being banned.
