Hey I'm still having that problem thanks to the great Steam support which spams you with unrelated answers.
And how can it be a block if you still can chat with them and know that your friend didn't block you?
and you need an unlimited steam account ofcourse.

Well thanks, but all of that isn't the problem. It's not just me, but anybody who can't comment on that profile or comment status updates. And who dosen't have an "unlimited" steam account yet?
he might just have comments disabled on his profile.
Dosen't have any screenshots and yeah she changed that setting several times to test.

1) Try deleting her from your friendslist and then re-adding her. This is obviously some kind of weird glitch, and that may fix it.
2) If that doesn't work, try completely un-installing Steam and then re-installing it. However, the problem may be on her end, so she may have to do this as well.
3) If she messes with her Steam settings, it may just make this annoyance disappear. Suggest for her to edit her comment permission settings to "Friend's Only," wait a minute, and then switch it back to "Public." It may be a good idea for her to reset Steam after doing this just to be sure it kicks in.
4) I have little technical know-how but if all else fails, you and your friend can both try opening Steam's file location and deleting the app cache. It's understandable if you feel scared doing this, but rest assured it's safe since Steam Support actually recommends doing this when someone has a problem running a game. That being said, I don't quite think it's just for games. I vaguely know that it does other things to the Steam client itself, kind of like browser history except with the Steam Client if what I've read is correct. Either way, there's nothing you could lose from trying this. You can see the rest of the steps to follow here under Troubleshooting.
