So changing that to TCP can help in most cases.
In your Steam shortcut, should look similar to this...
E:\Steam\Steam.exe -tcp
If the target line has quotes, then here is another example.
"C:\Program Files (x86)\Steam\Steam.exe" -tcp
Don't forget the space between " -tcp
If you have Steam in your OS startup, then in order for TCP to work, it would need to be applied to that line. Editing startup items however is not as simple. For that I would use CCleaner, then click Tools > Startup. Right click the line, then click Open with RegEdit. When Regitry Editor opens; ONLY change the line u need. Once finished, simply close RegEdit and restart Windows.
Could not connect to Steam network [FIX]
This is not official at all. I'm not related to Valve Corp. But I was struggling with that Could not connect to Steam network and I found a way that fix it.
1. Quit Steam
2. Log yourself through a web browser on the Steam website http://store.steampowered.com/.
3. Enter the security code if prompt and login
4. Under Windows, MAC or Linux Open Steam Application
5. Enter your log in credentials
6. Welcome back on Steam!

I just moved my computer from my room (hard wire) to my TV room (wifi) and steam wouldn't connect. Tried this out and Voila! Thanks!
after numerous failed attempts and reading this post i JUST tried this as welll.. booted right up.

The odd thing I'd noticed was that when it failed to allow me access while I had the problem, after clicking 'quit', the normal steam window loaded, briefly, showed all my games and their installation status and online records; and THEN shut it down.
The only other thing I'd suggest is that when reinstalling from fresh, after giving the code steam emailed me, it said i had no access to steam servers for the update - but after clicking back and retrying, it worked the second time. Might be a case of perseverance.
Don't know if that helps bring any light to other's issues, but hope it helps.
1 - Close steam
2 - Open Task Manager (Shift+Ctrl+Esc)
3 - Click Processes
4 - Open Steam again
5 - End the process 'steamerrorreporter'
6 - Log into Steam
Done!
