"App still running" message. Can't exit steam or play games.

I can't play any games or exit steam because I keep getting a message saying that Total War needs to be shut down. I've already exited the game so I have no idea what it wants from me. Any ideas?

A visit to Windows Taskmangler should reveal that the game is in fact still running.

I have and it says nothings running.

You can try restarting steam (and you probably can't since it thinks the game is still running) so just end-task steam.

Just did that and Steam was still showing up in the bottom right of the screen under hidden icons which I assume means it was still running. This is odd and confusing.

I had this issue earlier in the week, not even killing the process was helping but it seems to have just fixed itself somehow.

It did it to me yesterday too and it eventually fixed itself. I'll just have to restart the computer then and wait til Steam is up and running for a better fix.

If your running Razer Cortex then exit out of it. it worked for me and i reckon it will work for you but only if you have razer cortex. otherwise good luck in finding a solution

And just to say razer screws up my PC settings so i recommend looking into your settings

SO SORRY FOR BUMPING A DEAD POST, but this is happening for me with Portal 2. What the heck am I supposed to do?

Okay so considering that nobody answered this correctly I'll just say it here, even if nobody is here anymore. You need to open task manager, Select Processes, and find the .exe of whatever game you were just playing. For instance if you were playing a source game like Team fortress, Garry's Mod or Portal then you need to find Hl2.exe and stop the process. That should clear up the problem.

I just had the very same problem with XCOM 2, but the Task-Manager showed not a single exe file that I could find in the XCOM2 folders (checked it just to avoid missing a file named launcher.exe or whatever...), so Meowth's solution obviously did not work for me

Instead of the Task-Manager I opened the Process Explorer (in case you don't know it, it's like the Task-Manager but a bit more powerful) and searched for any open file handles that contained "xcom", only one file handle showed up and to my surprise firefox was the source of this handle! So the solution for me was to close firefox and I could start playing again...
