I found something that might help you. Go to http://forums.steampowered.com/forums/showthread.php?t=3078066&page=8 . On page 8, somebody posted a mediafire link. Download that and follow the directions dude posted on the forum. Worked for me. Well, I just deleted all the files in my Steam folder since I had a fresh install, and replaced them with the contents of the ZIP at the mediafire link. But it did work. Finally re-downloading Empire:TW now.
I tryed everything from drivers/ modem softwear/ fire walls /and antivuris.
FIXED ... uninstall antivrus, copy "steam appdata" to a different folder temperarily, uninstall steam, redownload steam (might take a few goes and keep saying no connection) if that happens restart ur system n try again. Paste ur appdata back into steam folder n overwrite/replace any folders. Redownload the newst vertion of ur antivirus.
(i still cant be sure where the problem was, but i havent found many ppl who claimed to have fully fixed the problem without a reinstal)

Heya, thanks man. I got it figured out. But I'll keep all this in mind if it should happen again. Sidenote: how do I close out a post? *L*
1.) Check your windows update history: Control Panel\System and Security\Windows Update
2.) On the left hand side, click "View update History"
3.) Scroll down to around March or February, or sort by name, and see if you find a "Ralink - WLAN - 802.11n USB Wireless LAN Card" update. It's an Optional update.
4.) If you don't see that update as Status: Successful, then... well... dang, I have no idea.
5.) If yes, and I'm guessing that your answer is "Sh**, I do see that..." then do the following:
5a.) Go to your device manager (If you can't get here, I feel sorry for you), expand your "Network adapters" and right-click on whatever your primary adapter is, (for me, it's Medialink MWN-USB150N), and click "Properties."
5b.) Go to the Driver tab.
5c.) Freaking click "Roll Back Driver" because the driver you have installed right now is F---ing. S--t. Up.
6.) Restart your computer.
7.) Delete everything in your Program Files\Steam directory EXCEPT for: \steamapps\ , \userdata\ , Steam.exe
8.) Restart your computer. (yes. again. I don't even care.)
9.) Go to your Program Files\Steam\ directory and launch Steam.exe from there. Be prepared to wait MUCH FREAKING LONGER for the 110+MB update to download because your sweet ace 802.11n media card is only running at 48Mbps or 52Mbps now.
10.) Once the download is done, Steam should start. You'll have to enter your username and/or password again, but that's alright... you're a lot further along that the previous attempts, so s--t looks promising.
11.) When Steam starts to open and takes forever to do so, don't get frustrated like I did... it's just a little slow.
12.) When Steam finally crashes and lists bootstrap as a reason (LIKE IT DID FOR ME AT LEAST 3 FREAKING TIMES) don't loose your s--t like I did, just remain calm.
13.) Try opening Steam for the 13th time (notice the number of steps here, not a coincidence) and, holy crap, it works (hopefully).

I'm having similar problems, and I see the Ralink Windows Update from about a month ago, but I can't roll back the driver because I just purchased the wireless USB adapter, so there's nothing to roll back to.
Is there any other way to get the older version of the driver installed? I tried the one on medialinkproducts.com, but that didn't work either.
Thoughts?
all you need to do is to forward your the required ports to allow the steam client to communicate freely.
first things first.
add the steam client as an exception in your windows firewall.If it is already an exception,proceed.
Now the hard part,
you need to forward the following ports .
Your network must be configured to allow Steam access to the following ports (in order from highest to lowest priority for QoS users):
Steam Client
UDP 27000 to 27015 inclusive (Game client traffic)
UDP 27015 to 27030 inclusive (Typically Matchmaking and HLTV)
TCP 27014 to 27050 inclusive (Steam downloads)
UDP 4380
Dedicated or Listen Servers
TCP 27015 (SRCDS Rcon port)
Steamworks P2P Networking and Steam Voice Chat
UDP 3478 (Outbound)
UDP 4379 (Outbound)
UDP 4380 (Outbound)
Additional Ports for Call of Duty: Modern Warfare 2 Multiplayer
UDP 1500 (outbound)
UDP 3005 (outbound)
UDP 3101 (outbound)
UDP 28960
Now i can only help you so far,Because the method for forwarding ports differs from modem to modem.So try "Googling" to find the appropriate tutorial fro your modem.
After forwarding the ports you are DONE and all you need to do is wait for steam to update.
