Anyways, I doubt that your laptop will run this although you didn't specify your graphics card, dubstep. But the minimum requirement for the CPU is an Intel Core 2 Duo Processor 2.0 GHz or better or an AMD Athlon 64 X2 Dual-Core 4000+ or better.

At the bare minimum, the OP should let EA try to catch up with the massive demand first. There are still SimCity players who have to wait 30 minutes just for the chance to retry their connection to an EA server.
and even if he could...EA can't, at least right now. (which was my point)
