Will my laptop be able to run simcity on lowest settings, and if so, at what fps?
Just recently, the new SimCity game came out, and I was wondering if my laptop could run the game at least on lowest settings. My specs are:

Toshiba Satellite C655D
Processor: AMD E350 1.60 GHz
Radeon HD6310
3GB RAM
285GB Hard Drive Space

Your laptop might. Not sure if EA's servers can though.
What kind of answer is this gsharp?

Anyways, I doubt that your laptop will run this although you didn't specify your graphics card, dubstep. But the minimum requirement for the CPU is an Intel Core 2 Duo Processor 2.0 GHz or better or an AMD Athlon 64 X2 Dual-Core 4000+ or better.

The truth?

Be careful if you can log in, as some players report losing significant portions of their cities after hours of work, because SimCity servers would randomly shut down or the game experienced issues saving to EA's cloud save function. I saw dozens of similar complaints with some light searching. Ouch.

SimCity has suffered from server issues since it launched earlier this week, with many players (including our own Alexander Sliwinski) unable to connect to the "always-on" required game and, thus, unable to play. EA will be adding new servers over the next two days.

Even Amazon stopped selling digital copies of the game.

At the bare minimum, the OP should let EA try to catch up with the massive demand first. There are still SimCity players who have to wait 30 minutes just for the chance to retry their connection to an EA server.

Even if the servers go online properly one day I still doubt that OP can run this with his weak CPU.

and even if he could...EA can't, at least right now. (which was my point)
