As far as I know, after March 2020 update, we longer can see the keys from library context menu which belongs to GFWL.
VALVE did NOT e-mail the CD-Key when I purchase GTA 4 and EFLC digitally, just receipt.
Is it still available for GTA 4 Complete Edition after GFWL has been dropped? I read many comments mentioning that the key is not reachable from now on due to that reason and Rockstar has forced their own DRM.
Once again if not mistaken I believe the answer was that you can go Help -> Steam Support, find the "Grand Theft Auto 4: The Complete Edition" entry in your purchases and open a manual "I have a question about this purchase" ticket. If you explain that you need the key from the time that you bought it for purposes of Rockstar account recovery they should be able to provide you with it.
If the purpose is not Rockstar account recovery I'd feel it likely that you in fact only think you need it, but in any case, if the above is not helpful already ask again in the GTA4 forum
