Games that have a steam inventory will remember all your items. Only *some* games remember your saved games and progress (although achievements will be remembered).
Some game info is in C:\Users\ but it depends on the game.
Steam lets you download your games as many times as you want/need on as many devices as you want. You can go back to your old computer too, but you can't log in with the same account on multiple devices (exception: 1 computer and 1 Steam-mobile phone app)
DarkCrystalMethod covered the bases. Moving games via USB drive is a winner.
One possible but rare snag is games with activation limits. If you've installed a game on 3, 4, or 5 PCs, you might have to deactivate one of those copies before you can install it onto your Win8 PC. Might not even apply in your case but you should be aware of it.
