Check \steam\logs\content_log.txt for a line like this:
[2013-09-13 22:05:00] Update job for app 70 canceled: Failed to create install base folder l:/steam/steamapps/athaleon@hotmail.com/ (Disk write failure)
Steam used to live on my L drive and this data is saved in a manifest file, but I moved it to K. These files are located in the steamapps directory with names like "appmanifest_XX.acf" where XX is the app ID, which you can read from the error message in the log. In this case, it's 70 (Half-Life).
So to fix this problem, you would delete (for instance):
K:/Steam/steamapps/athaleon@hotmail.com/appmanifest_70.acf
That really helped me a lot, the read only thing didn't work, but delete the appmanifest really worked, thanks a lot
This fixed my problem immediately!!!
I noticed that it WAS on read only but when I turned it off and applied, I exited out and tried it again but it didn't work (still said disk write error), so I went back into the file and it was set back to read only. Could you help me premenantly disable it?
My only lead is that when it was applying no read only to Steam it stopped because three files (a Panda.mp3 file and a file called mono security) needed permission from another user and I had to ignore them.
