I moved the thread to a location where you are much more likely to get some help and offered a bit of advice considering I've been working on these things 30 years.
Here is something for you... tell us exactly what computer you purchased and we could probably offer better advice.

Intel HD Graphics 4000
As is, I have not updated anything. what should I update? Someone said to try reinstalling it again. I did that twice last night and tried verifying.. with no luck.
Unfortunately, I have yet yet had the chance to work on a W8 machine out of the box, with Vista and W7 it was necessary to install DX9 from Microsoft to get many games working correctly.
I downloaded and installed DX9, however, that did not fix whatever is going on with this d@mn thing.
I'm buying W8 tommorow or the next day. I won't be able to install it for a bit yet but I'll be checking it out in the near future.
I do suggest you look in both the forum here for the game as well as the old forums, see if you can find anything. I'll look myself when I finish dinner.
It's either Windows 8 or your "integrated intel hd graphics", *some games do not run on it, in theory every game that runs on Win7 should run on Win8 but i know there are several games who do not want to play nice on Win8.
If it isn't Windows 8 it's most likely your "intel HD 4000" graphics, i don't even know if the game *officially supports intel hd graphics but you might want to try updating the drivers for it any way. I've always used deticated graphics card myself so i don't know exactly how to do this with an integrated gpu/cpu.
Buying a toshiba laptop does not mean everything on it is "up to date" btw. On a sidenote this laptop clearly isn't meant for "intensive" gaming, i wonder why they put in 16 Gb ram in the damn thing without a decent, deticated gpu....

Those specs seem quite nice (for a laptop), i'd try to find out what is causing the problem first before going all out and upgrading it.
I did some more research on the game and while windows 8 should be supported, windows 7 is recommended to run the game on though. I've seen some people who are running the game on windows 8 without any problems so it *probably is the lack of any deticated gpu or that the intel hd 4000 graphics integrated gpu is not supported.
As long as "they" don't release drivers to work with integrated graphics or the game gets updated or something no you can't force anything. Having a deticated graphics card in a laptop always helps when you want to game on it.
