Steam update issue. (The package)
My #2nd thread on steam forum and might be the last.

Been a week since that 110mb recent update and been offline that long. The issue of "Updating steam - Extracting package" is making me miserable ever since. Some info about me: Currently on Windows XP SP3 -32bit and I'm not a computer geek/wizard which knows very little about computer stuffs so bear with me :(

I'd tried so many tricks and solutions from all over (mostly in steam threads) yet doesn't show any profit. Some tricks which has few success rate that I did tried:
- done the deletes everything except ".exe" and steamapps folder and re-run ".exe" later
- clear steam-related registries
- copy-pasting pre-installed latest steam (the manual way) , or took it from my fren which runs steam normally on win7
- uninstall, reinstall, tries to update, not working
- tried to run steam from both ".exe" (SteamClientBootstrapper file version 1.66.83.42 and SteamTmp file version 1.0.1325.614) - exist in the same steam folder when I install steam. The bootstrapper gave me the extracting package issue while the steamtmp gave me this issues where sometimes it showed server temporarily unavailable and another is invalid data segment uncompressed file length, which apparently I find out one is new ".exe" which is the bootstrapper and old ".exe" which is the steamtmp (correct me if I'm mistaken)
- tried deleting some file called ".blob", but reappear after while too from steamtmp.
- appear this ".crash" file while running this bootstrapper ".exe"
- stuffs to do with firewall, antivirus, etc.
- and etc..
PS: I also tried solution that posted from 2012 from browsing. lol

Am at the edge of fedding up and deciding to quit steam and literally gaming.

Been having the same problem and I consider myself decently savvy with software. Valve recommended doing the deletion of all but /steamapps and steam.exe...which I said I had done already. Basically we're screwed.
yep - same issue here. Does this seriously mean we cant play any steam games again?!
Same issue here:
"Steam needs to be online to update. Please confirm your network connection and try again."
???? My HL game is working ok . Can talk play game and my keys still work ok. But I did loose my coustom sites. Don't try to put them in as when you sign in again steam wipes them out. I think in time steam will know they goofed. Time will tell !

Have you installed every single update from every category, keeping in mind to have hidden no important updates, from Microsoft Update[update.microsoft.com]? Be sure to use the Custom scan.

Open your Start menu and type "regedit" and press enter.

Browse to this directory:
HKEY_CURRENT_USER -> Software -> Valve -> Steam

Then find the entry "Offline" and set the value to 0.

Offline is already 0
I'm getting this message during download of 19600+k update, after downloading 15000k+, always in the same place

I've tried the second bit and it doesnt help, still get the same problem. - as for the regedit i don't appear to have the offline entry to change to 0?

Tried it, is not helping. All MS updates installed.
My Steam folder is not default, bur e:\... , that has never been problem before, but that's only non-standard thing I have...
Thanks for trying Fred - i contacted support first, before i saw this was a wider issue. Fully updated as far as i can tell, though it is enterprise - but that hasn't caused an issue before.

Its installed into a Program files (84) folder which is different, but otherwise the same. i could try installing from a game disk instead, but i feel that this may well be an issue at the Valve side rather than my side?

Very frustrating as all my games are directly linked to steam - i can't play them without it!

try checking ur modem, disable firewall if enabled, most new ones has that and i didnt even know until i checked it.. i already disabled 2 on my computer wich i though was all there was.. remeber to reboot it after, reboot it regardless btw.. pull its plug to reset it :) this firewall will only show on modem settings, wich ur service provider can help you access.. the bug with it not connecting was related to my wifi.. how i cannot fathom or figure out, but i tried EVRYTHING suggested for 6 days..

diabled wifi.. fixed.. the only thing i can think of is that theres some issues with ports.. all mine showed open but it still seemed the wifi had "locked" them down somehow.. no clue really why it made any diffrence, but i tried evrything for 6 days straight... exept that

worth a try.. easy to test.. gl :)
If you are having issues updating Steam, it normally takes a very long time to install the update. After the earlier fiasco, things are working out for me again. If your Steam update seems to stall, give it a few minutes and eventually it should complete.
It's not question of time or connection dropping - update download stop always exactly in the same place, and download pane say download finished, while error windows popping
submitted support request, no answer so far. Could it be last update is not working with 64bit win 7?
what download pane? This is on installation for me - it's seemingly installed, but EVERY time i now try and start steam up - be it from the desktop shortcut or direct from the exe in the steam installation folder, it looks for, downloads, and then extracts a download of 2300kb in size, and then STOPS.

And when i try again, it repeats. Ad infinitum. Its VERY frustrating, and i can't see a way around it - i've tried most of the suggestions above but with the same result each time.

Pretty sure its a problem at Valve's end and not my (our) end now.

I've raised it with support but i get the impression they take over a week to respond?
It's now fail on update 32587k size, say "download complete" after downloading around 26Mb (always same size) and report failure.
I used to be an gamer like others...but then i took an update from steam :) (remember that?)
Guys, try this:

Disabling background stuff during installation was the key. Seriously - its worked for me!

Not sure of the specific program causing the trouble - but check out this link too:

Take a look at this Support Article;
